The ACT is the only Australian jurisdiction with a limited personal possession and home-cultivation framework for adults under local law. Commonwealth offences and ACT restrictions still matter.

ACT law provides limited exemptions for adults who possess small amounts or cultivate a small number of plants at home. Age, quantity, location, storage and household limits all form part of the framework.
Public use, sale, supply and commercial activity remain unlawful. Commonwealth law continues to apply, so the local position is not equivalent to a regulated legal market.
Read the current ACT legislation and police guidance in full. Seemingly small facts—where plants are kept, who can access them, and whether anything is supplied—can change the legal outcome.
